Legality need not align with Logic and Practicality always, but proof of citizenship seems a reasonable choice of action in this century.

Let us look at this particular case solely based on legality, and practicality for the future:

This proof of citizenship requirement especially in this technology world seems reasonable, and even appears to align with the 14th Amendment citizenship requirement, Immigration and Nationality Act of 1952. This personal legal view is not to question the power vested to court in taking decisions on such an intricate, delicate and politically polarizing case, but more to bring out a honest debate based on details and facts already out there.

One of the essential and salient aspects of constitutional and citizenship law is to keep the best interests of the citizens of that country first, with federal law superseding the state law requirements.
